Student Driver

Driver-trainee enrolled in an independent (not employer-based) CDL training program

Owner-Operator

Self-employed CDL driver who drives for a company they operate under their own authority.

Employer

Employer of CDL- and CLP-holders subject to the Clearinghouse requirements.

C/TPA

Consortium/third-party administrator who acts as a service agent for an employer or a student driver.

MRO

Medical review officer responsible for reporting positive test results and test refusals.

SAP

Substance abuse professional who evaluates the CDL driver and recommends education/ treatment, follow-up tests, and aftercare.
