  1. Registration

    Visit the Before You Register page to make sure you understand the registration process.

    There are two ways to register as an employer. If you are not sure which registration path you should take, use the How to Register: Interactive Guide for Employers.

    Register for the Portal as a Company User or Company Official

    Request the Clearinghouse Portal User Role

    Employers have the option to designate consortia/third-party administrators (C/TPAs) to access the Clearinghouse on their behalf.

  2. Consent Requests

    Employers must obtain driver consent before querying the Clearinghouse for the driver’s record. This may also be performed by a designated C/TPA.

  3. Conducting Queries

    Employers must purchase a query plan to meet their query requirements. C/TPAs cannot purchase query plans on behalf of employers.

  4. Violations and the RTD Process

    Employers must report drug and alcohol program violations of CDL drivers they employ. This may also be performed by a designated C/TPA.

    Employers must report return-to-duty (RTD) information if a driver they employ is completing an RTD process.
