Cracking Down on Fraud: New Identity Checks for FMCSA Clearinghouse
To protect the integrity and security of Federal systems, including user’s personal information, FMCSA is aggressively addressing fraudulent activity. The latest Agency action is integrating identity verification into the Drug and Alcohol Clearinghouse registration process.
Starting April 27, 2026, users who register for certain Clearinghouse accounts will need to prove their identity using a secure web application. This update applies to new registrations for the following user roles:
- Employer Without a Portal Account
- Consortium/Third-Party Administrator (C/TPA)
- Medical Review Officer (MRO)
- Substance Abuse Professional (SAP)
- Assistants invited to register under another registered entity
- After logging in via Login.gov, new registrants will select their user role.
- Users who select one of the user roles above (or respond to an Assistant invitation) will be prompted to complete the identity verification step before proceeding with Clearinghouse registration.
- The users will scan the QR code on the screen using a mobile device and follow the link to the FMCSA Identity Verification mobile app. (If users are already on a mobile device they will click a link.)
- The app will prompt users to scan their government-issued identification, such as a driver’s license, and take a selfie.
- If the app can use this information to successfully verify the user’s identity, the user will come back to the Clearinghouse screen, check a box to indicate the process is complete, and click Next to proceed.
- The Clearinghouse will automatically pull the user’s first, middle (if any), and last name to use in their Clearinghouse registration. This information cannot be edited by the user.
This update closes the gap to ensure all types of Clearinghouse users must complete some form of identity verification. Driver accounts have been verified from the inception of the Clearinghouse by validating license information. Employers of CDL drivers that register with the U.S. Department of Transportation (DOT) will have their identity verified through the DOT registration process.
In a later phase, FMCSA will prompt existing Clearinghouse users to complete the identity verification process. We will provide instructions on this when it is ready to implement, subscribe to Clearinghouse emails to stay up to date.
